The Public Works Department (Roads & Buildings) under the Government of Meghalaya is run by one Additional Chief Secretary, one Secretary and assisted by 4 Under Secretaries. At the head of Department level, the administration is run by the 2 (two) Chief Engineers, namely P.W.D. (Roads) and P.W.D. (Buildings).
Roads Wing is headed by Chief Engineer P.W.D. (Roads). Besides there are 2 (two) more Chief Engineers with specific assigned duties and functions. 2 (two) Additional Chief Engineers with delegated powers and jurisdiction are assisting the Chief Engineers.
In the C.E. P.W.D. (Roads) Office there are 7 (seven) Technical Branches headed by an Officer of the rank of Assistant Chief Engineer under whom there are SDOs/AEs/JEs and clerical staffs, Establishment Branch headed by an Administrative Officer of the rank of Under Secretary and Budget Branch. 1 (one) Deputy Chief Engineer is also assisting the Chief Engineers in Office.
The Department is also having a Road Research Laboratory headed by Research Officer of the Rank of Executive Engineer/Assistant Chief Engineer. AROs and few Technical persons etc. are also posted in the Research Laboratory. However, the laboratory is mainly used for test of materials.
For the implementation of various works both under State and Central Programmes in the field, the Department has created Zones, Circles, Divisions and Sub-Divisions.
There are 2 (two) Zones each under the charge of Additional Chief Engineers having their own Offices, 7 (seven) Circles headed by Superintending Engineers, 25 (twenty five) Divisions headed by the Executive Engineers and 68 (sixty eight) Sub-Divisions headed by SDOs. 284 Junior Engineers are further posted to assist the work load in different Circles, Divisions and Sub-Divisions.
Further the Department is having a Mechanical Branch with 1(one) Superintending Engineer, 3 (three) Division Office and also 3 (three) Sub Divisional Offices.
For implementation of road works under P.M.G.S.Y. programme, the State P.W.D. created a P.M.G.S.Y. Cell in the year 2003. This also functions as the State Rural Roads Development Agency (S.R.R.D.A.), a registered society under the Societies Registration Act, as required by the P.M.G.S.Y. Guidelines. The S.R.R.D.A. is headed by the Chief Executive Officer who is the Secretary P.W.D. (R & B). He also oversees the entire P.M.G.S.Y. implementation across the State. Chief Engineer (Standard) functions as the Executive head, and is also designated as Empowered Officer, S.R.R.D.A.. He is assisted by the Nodal Officer of the rank of Additional Chief Engineer. There are 7 (seven) DPIUs in the 7 (seven) District, of which 4 (four) are dedicated and another 3 (three) are Executive Engineer of Division and incharge as DPIU. The S.R.R.D.A. is further strengthened by supporting officers such as State Quality Co-ordinator (also the Nodal Officer, S.R.R.D.A. and Addl Chief Engineer, Eastern Zone), IT Nodal Officer, Financial Controller, Nodal Officer (Procurement), Nodal Officer (Environment and Social) who are all holding dual charge in addition to their normal duties.
Buildings Wing is headed by Chief Engineer who is assisted by the Additional Chief Engineer.

(Buildings) Office there are 3 (three) Technical Branches headed by an Officer of the rank of Assistant Chief Engineer/Architects under whom there are SDOs/AEs/Asst Architects/JEs and clerical staffs, Establishment Branch and Budget Branch. 1 (one) Deputy Chief Engineer, I (one) S.E. (Design) and 1 (one) Senior Architect are also posted under C.E. (Buildings).
For the implementation of various works both under State and Central Programmes in the field, the Department has created Circles, Divisions and Sub-Divisions.
