Under General State Plan, the Department is implementing schemes for construction, metalling & blacktopping, improvement/strengthening of damaged pavement and construction of R.C.C. bridges/re-construction of Semi-Permanent Timber bridges to permanent R.C.C. structures. Priority has been considered for roads leading to market areas, educational institutions, health centres and also villages that do not cover under the guidelines of P.M.G.S.Y. programme. As on 01-04-2016, there are 961 Numbers of ongoing schemes having a Bank of Sanction of ₹ 157.27 crores. For further enhancement of road development in the State especially in rural areas, the State Government is providing fund to the Department by availing loan from NABARD under Rural Infrastructure Development Fund (R.I.D.F.). Under this programme, 201 numbers of ongoing schemes having a Bank of Sanction of ₹ 22.53 crores are under implementation as on 01-04-2016.
The existing pavement in many stretches of State Highways (SHs), Major District Roads (M.D.Rs) and Urban Roads are badly damaged and thus plying of vehicular traffic and their safety has been adversely affected. In view of the above, the State Government during the year 2012-13 have sanctioned 170 roads projects covering a length of 971.25Km for immediate restoration and up-gradation of heavily damaged pavement at a cost of 499.58 Crores under Special Plan Assistance (S.P.A.). At present 129 Numbers of schemes have been completed and the Bank of Sanction as on 01-04-2016 is 17.84 Crores.
Further, during the current year 2013-14, up gradation of 105 Km of existing State Highways & Major District Roads at a total cost of `63.95 crores, conversion of 919.20 running metre of S.P.T. bridges into R.C.C. bridges amounting to 93.34 crores, improvement of 139 Km of critical feeder roads & missing gaps costing 72.76 crores and 5 Numbers of parking bays amounting to 9.00 crores have been approved by the Planning Commission for taking up under Special Plan Assistance. The total expenditure upto March 2016 is 184.32 crores and the physical progress is 76%. At present 22 Numbers of schemes have been completed and the Bank of Sanction as on 01-04-2016 is 68.02 Crores.
During the year 2014-15, another 36 schemes for improvement of critical feeder road and missing gaps amounting to ₹ 90.00 crores and 16 schemes for Up gradation of State Highways & Major District roads amounting to ₹ 60.00 crores have been sanctioned by the Government of India under Special Plan Assistance (S.P.A.). Also under this programme, the State Government have sanctioned another four schemes like Improvement including metalling and black topping of Laskein Borato Road 14 Km, Construction i/c M.B.T. of a road from Greater Thynroit connect with Thangsning Thynroit Mawpyrshong, Construction i/c M.B.T. of diversion road & construction of boundary wall at Shillong Airport (Umroi) and Construction i/c M.B.T. of different link roads at Mawphlang area in connection with Tera Madre at a cost of ₹ 31.25 crores. The total expenditure upto March 2016 for all these projects is 116.19 crores and the physical progress is 62%. At present 6 Numbers of schemes have been completed and the Bank of Sanction as on 01-04-2016 is 81.62 Crores.
