Meghalaya Integrated Transport Project (MITP)
Introduction
Government of Meghalaya has received a loan from the World Bank (IBRD) under its Meghalaya Integrated Transport Project (MITP) for the upgradation of the transport infrastructure in the State. Meghalaya Integrated Transport Project (MITP) has the objective of improving transport connectivity and efficiency and enhancing transport sector management in Meghalaya. The total Project Cost is $ 150 Million & the Loan Component is $ 120 Million and counterpart funding of $ 30 Million to be borne by the State & Central Govt. The Project is further subdivided into four Component. Component 1: Effective delivery and maintenance of transport infrastructure ($ 125 Million); Component 2: Asset Management, Institutional Effectiveness and Transport Services ($ 15 Million); Component 3: Project Management and Implementation ($ 10 Million) & Component 4: Contingent Emergency Response Component ($ 30 Million has been allocated). The project Commencement Date was 21 January 2021 & the stipulated completion date is 31 October 2026.
Project Implementation Authority
For the management & administration of the project, MIDFC has been nominated as Project Management Unit. The project is headed by Project Director and supported by other staff responsible to implement the project. The Public Works Department (PWD) of the Government of Meghalaya is the implementing agency for improvement/ rehabilitation/ improvement of roads and construction of bridges under the World Bank funded MITP.
Project Details
MITP includes rehabilitation/ up-gradation/ improvement of existing roads including that of Non-Urban Roads (12 Nos.), Urban Roads (3 Nos.), Tourism Roads (4 Nos.)
PWD has undertaken Rehabilitation & Improvement of 402.96 Km of Roads across Meghalaya under Component - 1 of MITP. These include 325.54 Km of Major Roads (SH, MDR, ODR) running across state, 67.26 Km of Urban Roads in the towns of Jowai, Nongstoin and Williamnagar; and 10.17 KM of Roads complementing tourism infrastructure. The above works were divided among 19 Projects in various district of East & West Khasi Hilly region of Meghalaya. In addition to the above 1 no. of RCC Bridge over River Damring at Chidaret has been undertaken.
Innovative Approach
MITP has onboarded various consultancy firms such as KPMG for UN-Sustainable Development Goals, Ernst & Young as PMC, CRRI for formulation of Integrated Transport Network Development Plan (ITNDP) and MSV International for construction supervision and design consultancy under the project. CRRI has undertaken studies for the Integrated Transport Network Development Plan (ITNDP) to integrate the “Meghalaya State Vision - 2030 to transform the State into a high-income State & to improve the well-being of every single citizen of the State Government’s vision” which is a kind of distinct study being done under MITP. RITES have been onboarded for preparation of DPR for Heliports in Shillong and Tura locations. Lea Associates/ LASA has been engaged for the development & implementation of Road Asset Management Systems (RAMS) in the state. A study on the Gender Assessment Plan on project roads was undertaken by LASA for the safety of women and incorporate the innovative gender sensitive criteria in bids for road construction.
In addition, under MITP the Institutional Strengthening and effectiveness and (b) Climate Resilient and Green Infrastructure will also be taken up.
Conclusion
The overall outcome of MITP will have a significant impact on the Transport Sector of the State. Implementation of MITP will help in improving the rural, urban connectivity of the state and will connect the tourist places as well. The CERC works has been undertaken for PWD, PHE & BADO Department for restoration of basic amenities of the public infrastructure which were severely damage in massive floods that occurred in 2022. The ITNDP study will review the Existing Road Plan, Maps, Database; strategize the development of SH and MDR network connectivity plan; integrate Rural Road Network Plans for PMGSY and other rural road programs with SH/MDR/NH/Asian Highway along with amalgamation of local roads, paths, and small bridges. The study will identify the prospect and development of new Ropeway connectivity plan (for Tourist & Goods). RAMS will help in implementation of the formulation of Annual Maintenance Plan, and prioritization of financing plan/ outlay for the entire road network of the state.
